It is feared that the negotiations at
Peking respecting indemnity may fail,
owing to the greed of individual na-
tions. Mr. Itockliill, special cominis-
aioner from the Tinted Stat-i who has

ing but discouraging reports to make
of this important branch of the ne-
gotiations. 11 appears that the minis-
ters cannot agree upon any uniform
basis of indemnity, some of the powers
demanding enormous mmf.
